Housing Stability Program

The Housing Stability Program (HSP) assists eligible low-income Durham residents who are homeless, at risk of homelessness, or in a precarious housing situation. Our goal is to support with eviction prevention, stable and affordable housing, and support with utility arrears due to unforeseen circumstances. HSP recipients can receive financial support for:

  • Last month’s rent deposit;
  • Rental arrears (if you are behind in paying your rent);
  • Utility arrears (if you are behind in paying your utilities); and
  • Moving costs

HSP recipients can receive assistance once every three years for each support type. For example, if you have been approved for last month's rent, you may be eligible to also receive financial assistance towards your rental arrears, moving costs, and utility arrears. Please apply only when housing is secured.

Upon receipt of your completed online application, we will connect with you directly to discuss eligibility within five to ten business days.

To ensure timely processing of your application, please fill out all sections of this form completely and accurately. Incomplete or incorrect information may result in delays. We will connect with you directly to discuss eligibility. If you do not have a phone number or email address, please contact the Housing Stability Program at 905-666-6239 ext. 3474 after two business days.


To proceed with your application, we require the following:

  • photo identification for all adult members of the application
  • verification of status in Canada such as birth certificates, or immigration documents for all members of the application
  • bank statements for the most recent 60 days for all bank accounts including chequing/savings and investments, and any other assets
  • verification that you reside in Durham Region (copy of lease or bill, etc.)
  • proof of income, such as pay stubs, etc., (if your income is OW/ODSP you do not need to provide verification)

Last Month's Rent: A copy of the lease or intent to rent form completed by the landlord or property manager or a copy of the Ontario Standard Lease

Moving Costs: Estimates/quote for moving costs from a company (e.g., truck rental) or receipts from moving costs

Rent Arrears: A copy of the eviction notice (N4 or L1) Application to evict a tenant for non-payment of rent and to collect rent the tenant owes

Utility (hydro, water, and heating) Arrears: A copy of the utility bill and disconnection notice


Documents must be emailed to HousingStabilityProgram@durham.ca within five business days of the online application being submitted or the application will be withdrawn. Your application will not be considered complete until all necessary documents have been received.


Required Consents

As part of this application, you will be asked to complete the following consent forms:

  • Client HIFIS Consent – to allow the collection and sharing of your information
  • Declaration & Consent – to confirm your understanding and agreement with the terms of the application
