Canada-wide Early Learning and Child Care (CWELCC) Emergency Funding application

Emergency Funding is intended to support licensed child care centres and home child care agencies that are not in compliance with licensing requirements or may be at risk of not being in compliance with licensing requirements under the Child Care and Early Years Act (CCEYA), 2014. Funding is intended to cover non-discretionary and unexpected eligible costs above their program cost allocations. This may include repair or replacement of major systems, play areas (does not cover rubberized surfacing), or to maintain compliance with fire, building, or health codes. Emergency Funding is contingent upon the availability of funding to the Regional Municipality of Durham Child Care and Early Years Division (CCEYD). The expenses that require Emergency Funding must have occurred within the calendar year of the funding request. Service providers are required to submit a final receipt or invoice after funding has been issued to verify the funding was used as intended by the end of January in the following year.

Item eligibility/major capital
The cost must meet eligibility requirements for cost-based funding, including the three eligibility criteria indicated below. Emergency major capital repair is also considered eligible, for the purpose of Emergency Funding (only). Where a licensee also serves ineligible children (children aged six to 12), costs will be prorated based on operating capacity.

1. Attributable: costs are directly or indirectly required for the provision of child care under the CCEYA and its regulations.

2. Appropriate: a cost that would be incurred by an ordinary prudent person in the operation of a comparable business providing child care for eligible children. Provide due regard for access and inclusion, health and safety and quality.

3. Reasonable: The amount requested is reasonable given the quality of the good or service and would not exceed what would be incurred by an ordinary prudent person in the operation of a comparable business providing child care to eligible children.
